Beijing's Petitioners Grow in Number and Indigence, but Not Satisfaction

Alongside China’s rapid rise to global prominence and its commensurately impressive economic statistics, a growing constituency continues to be neglected by the social mainstream: the petitioners.

Now in their thousands, they huddle, scrounge, sleep, and are chased by police on the streets of China’s capital city, Beijing.

"Petitioning" refers to a system of seeking redress for grievances outside the court system; petitioners present their cases to the ineffectual and largely impotent State Bureau for Letters and Visits. They usually wait a long time for a result, if any result is given. Read more...
